The Brooks Challenge is a classic, patented as early as 1896. This tool bag attaches to the back of the saddle using the loops found on Brooks saddles. It also fits many saddles from other manufacturers, as long as they have classic attachment loops underneath.
The strap that secures the bag also keeps the tools in place to prevent them from rattling around.
