The Genetic Top Mount brake levers can be mounted close to the stem at 31.8 mm or 23.8 mm (drop bar standard) using the included shims. They work excellently on their own or as a complement to road brakes. The brake levers accept shift cables if you want to use them as independent controls. Note that the controls require space next to the stem.
